INDECOM seeks witnesses in five police-involved shootings

Within a 24-hour period, teams from the Independent Commission of Investigations (INDECOM) were notified and responded to investigate the circumstances of five separate police incidents, across four parishes. 

These incidents included two quadruple fatal shootings and three single fatal shootings, resulting in the death of 11 men. These five recent incidents, increase the total deaths from fatal shootings for the month of June to 14 persons shot and killed by the security forces. This year, 153 persons have been shot and killed by the security forces, compared to 145 for the corresponding period in 2025. Six of the seven men shot and killed on Tuesday have not been officially identified. 

Four of them were involved in an incident in Bog Walk, St Catherine, one in the vicinity of GC Foster College, also in St Catherine, and the other in Land Lease, Papine, St Andrew. The only identified deceased is Orlando Nembhard, who was killed during an incident in Good Hope, Kellits, Clarendon. Three of the deceased men shot and killed at Retirement in St James Wednesday, have been identified, while one remains unidentified. Those identified are: 55-year-old Bryan Fairclough; 27-year-old Brian Fairclough; and 26-year-old Jahmar Ashman. 

In a release, INDECOM said it is seeking the public’s assistance in identifying the unidentified deceased. It also called for members of the public who witnessed any of the incidents, or who possess photographs, video recordings, or other information relevant to the circumstances surrounding these incidents, to contact it. The entity said that the information should be shared via its WhatsApp number 876-553-0000 or persons may visit any INDECOM’s regional office or contact 876-968-1932 or 876-968-8875. 

Seven firearms were reportedly recovered by the police from the five incident scenes. Upon enquiry by INDECOM, the police have reported that no body-worn cameras were worn by the police officers involved in any of these five fatal shooting incidents. All five incident scenes were examined and the evidential material recovered, processed and packaged. The hands of the deceased were swabbed for gunshot residue, and their bodies photographed and sealed, pending post-mortem. The concerned officers will be required, pursuant to the Independent Commission of Investigations Act, 2010, to submit statements and attend interviews.
